Right now, America is in a serious mess. It all started once our government started acting outside the Constitution. The unfortunate result is irreconcilable conflicts and programs that will only create more inequality than any amount of resources than can be thrown at them. In order sustain the system, it is necessary to cheat the recipients of Social Security out of what is owed to them. The numbers have been the numbers have been doctored to do this to the tune of 43%.
First, we’re going to need to deal with the debt and liabilities aspect of this scenario. With that out of the way, we’re going to need to reconcile the other issues as fairly as possible. Finally, we’re going to reaffirm the Constitution and return our republic to its normally functioning state.
This is the plan, and God willing, our future law:
1) The only thing the US really has at this point, aside from a lot of debt, is land. The federal government, aside from Constitutionally authorized agencies and facilities, does not need 700+ million acres of it. The starting price will be $50,000 per acre of what the US government is not using for any purpose. There will be some exceptions for parks. The money will go into what will be called the Liberty Trust. The Liberty Trust cannot be touched, moved, manipulated or modified for any other expenditure outside this plan.
2) After one year of the sale’s commencement, all activity of the Federal Reserve will be frozen, disabling it from printing money. The income tax will be abolished. Social Security and Medicare taxes will continue to be collected during this phase.
During the same year, the United States will withdraw from all foreign countries we are not in a war with, war being a diplomatic status declared by Congress. All foreign bases will be sold upon withdrawal back to their host country. The proceeds will be used to retool the military to defend only the US and its territories, as well as providing for two extra carrier battle groups to defend our interest on the seas. This will cut military expenditures by at least half. Foreign military aid and all other aid to all countries will be shut off at this point, the savings being used for our own military in this transition. All left over proceeds go into the Liberty Fund. These changes will occur over a two year period.
3) All industrial and business capacities owned by the US government and not authorized by the constitution will be converted into private corporations, using the same employees and management. These companies will be treated as a separate entity, and allowed to stand or fall on their own merit. They will be given one additional year of funding beyond their severance from the government. This separation occurs in the same year as step 2.
4) In the fourth year after the land sale begins, everyone under the age of 40 will be refunded the full amount they paid into Social Security and Medicare. They may do with this money whatever they wish. The government will cease collecting these taxes from these individuals. They are officially out of the program.
Everyone over 40 will have the option of continuing to pay in to one or the other program. Upon opting out, an individual receives a full refund. The shortfall of this initiative will be paid by the Liberty Fund. Medicare and Social Security will continue for those over 40 who wish to stay in and pay in. The disabled will continue to be eligible regardless of their age. These programs will be consolidated into one program after the death of the last non-disabled retiree. At this point, the program will be funded by a federal excise tax, not to exceed 1% of the total price of the good it will be placed upon, which will be determined at a future point.
5) Any non business agency of the federal government not authorized by the constitution will be disbanded. Any agencies partially within limitations of the constitution will be pared down within those specifications. Federal agencies will enforce only Constitutional law while protecting the rights of individuals, nothing more. In cases of agencies with redundant functions, these will be consolidated.
The FCC will strictly be limited to ensuring that no one interferes with anyone’s broadcasting activities, and it will continue to ensure the division of radio and transmission frequencies. It will be barred from regulating the internet in any way. It will be barred from regulating the content of any transmission, whatever the content may be.
The transition costs will be paid out by the Liberty Fund. All assets of closed agencies will be sold, the proceeds going into the Liberty Fund.
6) Upon year eight of this plan, customs houses will be reestablished as the primary source of revenue for the United States – excise taxes. All tariffs on foreign commerce will be uniform without exception. No tariff will exceed 5% of any good’s total price. Services and labor will never be subject to State or Federal taxation by law, ever, for any reason or consequence, with the exception of levy upon existing products.
Until it is replaced by a future excise tax, 1% of all tariffs on imports and exports will be used to pay for Social Security and Medicare. The remainder shall run the federal government. This system gave us a high surplus before the income tax was passed, and there is no reason that it cannot do so after it is repealed.
The Liberty Fund will be used to pay off the debt to the Federal Reserve. The 16th amendment to the constitution will be repealed. The United States will be barred, by law, from having a central bank of issue for the United States’ legal tender or a tax on labor, wages, services or anything construed as remotely similar.
New currency shall not issue except as a consequence of increased goods and services in the economy, or as a consequence of increased population, but only in proportion to both. Our new money will be based on the full faith and credit of the United States. It shall be made acceptable for the payment of taxes.
The Congress shall be the only branch of government capable of declaring war, and it is barred from passing future laws that transfer or defer this ability to any other branch of government, or outright abdicate the power itself, in any way.
Fractional reserve banking will become a felony, punishable by a minimum of fifty years in prison and forfeiture of all loans issued.
7) The United States will withdraw from CAFTA, GATT, the WTO, NAFTA, the SPP, the IMF, the BIS and the UN. No treaty or international organization will have effect over the laws of the United States, individual states, or political subdivisions thereof. The United States will be barred from signing any treaty that subjects any of its sovereignty, rights of its citizens, or natural resources in whole or in part to a foreign authority. Federal law, in spirit, substance, or related contrivance as having any validity in US law again shall not be legal, whether it be direct or indirect, or authorize any organization as named above.
8)All proposed legislation in the US, its states, or political subdivisions thereof must be read in its entirety to the legislative body which would pass it. All who wish to vote on this legislation must be present to hear this reading, or as a consequence, they abstain from the vote. All laws must be readily understood by the average citizen, and if a test of this becomes necessary, a randomly selected jury will verify this.
9)A central bank of issue, or laws outside the direct and explicit authorization of the US Constitution will be illegal and void in Federal legislation, as will any federal taxes to appropriate them be void after 15 years after the death of the last solely retirement beneficiary of this plan. Any disabled citizens and their Social Security or Medicare accounts will be transferred to the states in which they live, this transfer including asset and liability. The states and the individuals shall have the right and sole obligation to resolve this issue.
The United States, as law, will adopt the following principles. Where they conflict with written law, the law in question will be stricken. The purpose of this is to ever bind government from impinging upon liberty or auto-determination –
We, the States and citizens of the United States, believe that only individuals have rights, not governments, corporations, or any collective group; that these rights are intrinsic to each individual, not granted by the Federal Government or States, ever, for any reason or consequence, forever:
If the state has the power to grant them, it also has the power to deny them, and that is incompatible with personal liberty.
We, the States and individuals, believe that a just government derives its power solely from the governed. Therefore, the state must never do anything beyond what individuals have the inherent and intrinsic right to do. Otherwise, the state becomes a power unto itself, overbearing and tyrannical, both despite its best intentions. The state becomes the master otherwise, not the servant as government subject to the liberty of individuals.
We believe that one of the greatest threats of government is its favoritism to any one group, no matter its popularity, or numeric superiority. The function of just government is to protect individuals from the greed and passion of the many.
We believe that social justice is better achieved by voluntary action than by coercion or encouragement of law. We believe that tolerance, brotherhood, and civic duty are better achieved by individual example rather than government sanction.
We believe that the needy are best served by charity, the giving of one’s own money, as opposed to charity, or the giving of someone else’s money through coercion of law.
We believe that all citizens should be equal under law, regardless of color, nationality, sex, origin or inherent ability. No class should be given preferential treatment over another. This includes any government recognition of any class, regardless of the merit or popularity of any and all causes, for that is not equality under law, and never can be.
We believe that the proper role of government is negative, not positive; defensive, not aggressive. The role of government is to protect, not to provide. If the state is to provide for some, it is to take from others. Upon granting the power to government in order provide, special interests would, and have, sought to use it for their own advantage. That advantage is no better than legalized piracy and oppression.
The state cannot, will not, never has, and can never represent the greater good of society. It is not its right or capacity.
If government is powerful enough to give us everything we want, it is powerful enough to take from us everything we have. Therefore, the proper and just function of government is to protect the lives, liberty and property of citizens – nothing more. That government which is best governs least. Just governments have no rights. Individuals living as citizens of just governments are the only ones who have rights. Those rights are granted to them upon entry to this world.
